Commission hires fire chief, public works administrator

MOUND CITY – Linn County Commissioners Alison Hamilton and Jim Johnson vote to hire two new department heads, a fire chief and a public works administrator on Monday, July 13. Commissioner Jason Hightower was not at the meeting.


The commissioners approved going into an employee agreement with Shaun Tuggle for the position of Linn County Fire Chief. The full-time position will start on or around August 10, 2026 at the annual rate of pay of $76,336.


Tuggle replaces Randy Hegwald who resigned the fire chief position on April 23. According to Tuggle’s Facebook, he as been a firefighter with the Overland Park Fire Department.


Later, the commissioners hired J.D. Handly as the full-time Public Works Administrator starting July 13 at the annual salary of $65,853. Handly will be replacing Jesse Walton who is moving out of the area. Walton will stay with Linn County for a couple of weeks to train Handly.


At present, Handly’s Facebook page shows that he has been a commercial drivers license (CDL) instructor for Fort Scott Community College and has worked at Bourbon County Public Works Department.
