Compressor supplier fails to answer warranty requests

MOUND CITY – The Linn County Commission learned on Monday, Oct. 28, that one of the compressors in the server room in the county’s Justice Center is cracked and is not operational. Information Technology (IT) Director Chris Martin told commissioners the company that holds the warranty is no longer answering calls or emails from Linn County or River City, the contractor for the jail.


Martin told the commissioners that this has been a problem for three months and the county needed to have an attorney send a letter to the company. Martin asked who should he use for this. The commissioners told Martin to go ahead and contact an attorney and have a letter sent. They did not tell him what attorney to contact.


Commission Chair Danny McCullough asked if Martin had checked with HVAC services in the area about correcting this. Martin said that the county could do the labor but that the compressor itself costs in the low five-figure range and needs to be replaced under the warranty. Martin said that it was a special one for that unit.


The commissioners also met with Martin for non-elected personnel and a network security matter.


In other business, the commissioners:


• Approved the recommendation of Appraiser Lisa Kellstadt to hire Jessica Brown as a field appraiser. Kellstadt said that Brown had years of experience in data collection and had recently moved to the county.


• Learned from Wilson, who was reporting on behalf West who was absent, that the concrete would be poured on the 900 Road bridge this week. The concrete will cost about $11,000.


• Approved signing of the supplement agreement for the Kansas Department of Transportation (KDOT) for the high risk rural road grant for County Road 1095 from 1650 Road to Kansas Highway 152.


• Learned from Wilson that that West had attended the Lake Region Solid Waste Authority (LRSWA) last week and that the county needed to hold a public hearing for adding Shawnee County to the LRSWA. 


• Learned that West recommended appointing noxious weed director, Johnny Taylor to the LRSWA board. The commissioners decided to wait on this until West was at the meeting next week.


• Heard the service request received  report from Wilson. From Jan. 24 to Oct. 24 there have been 470 service requests received for the road department and 434 of them have been closed, leaving 36 currently open. 


This past week three service requests were received and three were closed.


• Learned that West would be scheduling meeting with cities and lake developments about the compactor sites.


• Learned that all three lagoon cells have been completed at the Linn County Park. They will be inspected by the Kansas Rural Water Association KRWA.


• Heard a request from Tanglewood Homeowners Association (HOA) president Les Warner about adding a second bulk trash pick up in the fall at Tanglewood. Warner said that the county already supplies trash roll off dumpsters for a spring cleanup but the HOA board was requesting the same for a fall cleanup.  


The commissioners will bring this up at the meeting with the cities and lake developments. 


• Approved signing of the lot split application for the airport. After this is approved, county officials will talk to the appraiser about getting the appraisal changed on the lots there.


• Approved a motion that the Linn County General Public Transportation operates its transportation program and services without regard to race, color or national origin in accordance with Title VI of the Civil Rights Act.


• Accepted the resignation of April Powell, an employee at the Linn County Park.


• Approved two conditional use permits for Gary Endicott operating controlled shooting and hunting areas. One was a renewal and the other one was a new application located at 1537 Reed Road, Prescott.


• Approved a conditional use permit for SEK Coop Inc. to place a bulk propane storage tank at 11210 Kansas Highway 152.
