Parker council approves bid for City Hall roof replacement

PARKER – Pending confirmation that the contractor will remove the old roof material, the Parker City Council on Thursday, Feb. 12, voted unanimously to hire H&S Roofing from Mapleton to tear off and install a new metal roof on the City Hall and city maintenance shop for $17,075.


The council originally looked at hiring a contractor to install that roof as well as replace siding and the roof on the Parker Community Center, the former senior center was turned over from the county to the city last year. That project has been put on hold for now.


The second bid for the City Hall project was close: $17,142 with decking repairs and felt extra.


The council also renewed the contract for water and sewer maintenance with Diversified Supply of Parker. Diversified’s Chad Page oversees work on the city’s water service and sewers. 


Councilmember Carrie Sewell, who is employed by Diversified, said that City Clerk Lisa Leach asked about the contract because it had expired 2021. She presented an updated contract to the council and said that Page made a few modifications.


Although there was discussion to table it until council could further review it, a motion was made to accept it, and it passed 3–0 with Sewell abstaining.


Mayor Jason Webber said he had received complaints about people living in campers in city limits. He said he wasn’t sure if living in camper is allowed and that the minimum square footage required for residences was 600 square feet. 


An 8-foot-wide camper would need to be more than 70 feet long to meet that requirement and most campers are not half that size.


Councilmember Kari Brandt said that campers wouldn’t be allowed unless they were in a mobile home district, but Sewell said there were mobile homes throughout the city.


Treasurer Kathy Harrison suggested that would be a good question for codes officer Mark Denman to address.


Webber made annual appointments at the meeting, and those appointments were approved by the council. They included Brandt as council president, Lauber Municipal Law as city attorney, John Purvis as municipal judge, Leach as city clerk, First Option Bank as city depository, Harrison as treasurer, and Linn County News as official newspaper. They also approved setting the regular meeting time as 7 p.m. on the second Thursday of the month at the Parker Community Center.


In other business, the council:

• Learned from Police Chief Chris Lee that he had three applicants for the part-time officer position. He also said he planned to implement foot patrols as a community outreach effort. Lee also said the department’s radios had their encryptions updated.

• Set a workshop for ordinances and enforcement for Feb. 24 at 6 p.m.
